Ethiopia to Outsource Study to Transform ESLLSE Managment

Ethiopia is to invite international consultants to perform a study to facilitate the transformation of the newly corporate Ethiopian Shipping Lines and Logistics Service Enterprise.

The government has already prepared the bid documents and the Term of Reference to be made public in three weeks according to sources.

The study is expected to strengthen the management of the new enterprise to achieve a higher level of competence said the sources.

The new corporation intended to efficiently utilize resources has been met with charges of delays in processing imports.

It is to be remembered that the enterprise was amalgamated out of three public enterprises after the universal application of the Multimodal Transport System on all imports.

The system however has failed to be effective with the implementation of the multimodal system and the amalgamation combining to make the task of the new management harder according to Ahmed Tusa, Chief Executive Officer, of the enterprise.

The government is hoping to resolve the challenge encountered by transforming the management of the enterprise which may include bringing in foreign management on the basis of the findings of the study to be conducted by the consultants to be hired according to the current bid it was said.

A viable solution to the problem could be breaking the monopoly on multimodal transport employed by the ESLLSE and allowing private multi modal operators to become active in the sector according to a suggesting proffered by the Ethiopian Forwarders & Shipping Agents in an appeal to the Ministry of Transport (MoT) and the Office of the Prime Minister.
