Request for Expression of Interest (EOI)

For supply, installation, testing commissioning of LV-power infrastructure.

Project Overview

We are pleased to invite qualified Electrical contractors with extensive experience in working with the Ethiopian Electric Power Corporation (EEPCO) to submit an Expression of Interest (EOI) for an upcoming project involving the supply, installation, and commissioning of secondary 15KV Low Voltage (LV) systems such as compact transformers and LV cable and all accessories. This project will involve Electric power upgrading works at the International Livestock Research Institute (ILRI), Addis Ababa campus. The primary objective of this project is to upgrade and enhance ILRI Electric's power supply and distribution infrastructure to support the growing demands of the organization.

Scope of Work

The following scope of work outlines the comprehensive tasks and responsibilities for implementing an additional power supply line and associated infrastructure at the ILRI Addis Ababa campus. The objective is to improve redundancy and reliability while ensuring safety and compliance with local regulations.

I. Feasibility Studies and Energy Assessment: Determine the best source for the new 15KV power line, accounting for current and future energy needs.

II. Permitting and Coordination with Local Authorities: Obtain all necessary permits for construction and installation from relevant authorities. This includes coordination with energy suppliers and compliance with municipal regulations and requirements.

III. Supply and Installation of an 800KVA Compact Transformer: Install an 800KVA compact transformer with a primary voltage of 15KV and a secondary voltage of 400V. Include a digital energy meter, fuse box, and overload protection. Ensure the transformer has a proper cooling system to prevent overheating during peak loads.

IV. Installation of Underground/insulated Overhead 15KV Power Cable: Install a 15KV underground/insulated overhead cable with a minimum cross-sectional area of 240 sq. mm. The cable must be installed at least 1.2 meters underground and protected with a PVC outer sheath for durability. Construct concrete manholes for maintenance access.

V. Earthing and Grounding: Install earthing rods and grounding systems to ensure electrical safety and stability. This must comply with local electrical codes and maintain low-resistance grounding.

VI. Construction of Electrical Infrastructure: Install concrete poles to support above-ground cable segments. These poles must be designed to withstand local weather conditions. Install switches, isolators, and control equipment in weatherproof enclosures to ensure smooth operation.

Project Location

The project site is located at ILRI (International Livestock Research Institute), situated at Addis Ababa, GurdShola. The primary Electric power supply source for the facility is from the EEPCO line with 4 Generators as standby.

Contractor Requirements

Interested contractors should meet the following requirements:

A. Experience

VII. A minimum of 5 years of proven experience in high-voltage electrical installations.

VIII. Demonstrated expertise in the installation of underground cables and transformers.

IX. Certification from the Ethiopian Electric Power Corporation (EEPCO) for power system installations.

B. Qualifications

X. Hold valid LV-power supply and distribution electrical contractor licenses from EEPCO, the Ministry of Energy, and the Ministry of Trade.

XI. The team must consist of certified electricians and engineers with appropriate qualifications.

C. Safety Compliance

XII. Ensure full compliance with local safety regulations and standards.

XIII. A detailed safety plan must be submitted with the bid, indicating how safety measures will be implemented during the project.

D. References

A. Provide at least three references from previous projects of comparable scope and complexity.

B. Include contact information for each reference and a brief description of the projects undertaken.

Expression of Interest Submission

Contractors interested in participating in this project are requested to submit their EOI in the following format:

A. Company Profile: Provide an overview of your company, including its history, core competencies, and relevant project experience, a minimum of 3 or more related projects in supply, installation, testing, and commissioning.

B. Project Experience: Highlight previous projects related to Electric power supply upgrades, emphasizing the scope, challenges faced, and successful outcomes.

C. Key Personnel: Identify the key personnel who will be involved in the project, along with their qualifications and experience.

D. Resources: Describe the resources, equipment, and technologies your company possesses to execute the project effectively.

E. Financial Information: Provide an overview of your company's financial stability and capacity to handle the project budget.

F. Compliance: Demonstrate your company's compliance with relevant legal and regulatory requirements.

G. Business Registration Documents: Attach copies of the Ethiopian Commercial Registration Certificate and the Business License, indicating the legal existence and status.

H. Contractor's License: Include a copy of the valid contractor license issued by the Ethiopian Construction Contractors Registration and Classification Agency (CCRCA) or other relevant authorities.

I. Tax Clearance Certificate: Attach a copy of the Tax Clearance Certificate issued by the Ethiopian Revenue and Customs Authority, indicating that the contractor is compliant with tax obligations.

J. Financial Documents: Include financial statements, such as audited accounts, balance sheets, or bank references, to demonstrate the contractor's financial stability and capacity to handle the project budget. These documents should comply with Ethiopian accounting standards.

K. References and Project Experience: Attach relevant references and project experience documents, such as client testimonials, project completion certificates, or letters of recommendation, showcasing the contractor's successful track record in similar upgrading projects in Ethiopia or internationally.

A soft copy of the aforementioned documents must be submitted on or before May 21, 2024, to a secured email account ilriettender@cgiar.org.  Ensure that you write LV-power infrastructure in the subject line without any modification. ILRI may, at its discretion, extend this deadline for the submission of bids by amending the RFP, in which case all rights and obligations of the procuring entity and candidates previously subject to the deadline will thereafter be subject to the deadline as extended.
